The textile and apparel provisions of the NAFTA agreement are considered. There are seven basic elements: coverage of textile and apparel items; country-of -origin rules; reduction and elimination of tariffs; elimination of quotas; tariff rate quotas; safeguards, including re-institution of protectionist measures; and marking and labelling.
