General economic growth in the United States slowed during the first quarter, but textile mill shipments and mill consumption continued to increase. Textile sales and capital spending increased significantly. The apparel industry showed weakness. Aparel imports continued to increase, employment continued to decrease, and retail sales were weaker than expected. Imports of textiles and textile products imcreased over 8 percent in the first quarter despite a 24 percent increase in exports to Mexico. A number of congressionl and government actions concerning the environment will affect the industry . Congress reauthorized the Clean Water Act and the Superfund Reauthorization Act. The ATMI continued to work with the Environmental Protection Agency to resolve issues related to metals in textile effluent. THe ATMI also provided guidance to members on the permitting requirements relate to the Clean Air Act Amendments of 1990. An ATMI subcommittee is surveying the textile industry's waste generation record. ATMI has also formed an AMTEX committee to solicit research ideas from the ATMI membership.
