An overview of the textile industry in India reveals that government and textile officials have developed a plan to increase the country's $10 billion export volume by 10 percent in 1995. The two pronged strategy encompasses bringing in foreign partners to help the domestic industry expand its production of design and ready to wear apparel, and bringing the current fiber ratio of 70/30 cotton/synthetic closer to the world average of 50/50. Although the government included excise concessions on the price of synthetic yarns in the 1995 budget, the price of manmade fibers continues to hinder efforts to shift the fiber balance away from cotton. Industry observers predict that India's efforts to expand its textile exports will be hindered by reluctance from trading partners to accept more imports, outdated textile machinery, a 37.5 percent duty on imported textile machinery, and an ambiguous customs policy.
