An historical overview of textile production in Russia reveals that the production system changed dramatically in 1992, when Russian industries were cut off from the state system. Domestic consumption of cotton declined from 1.2 million tons prior to the breakup of the former Soviet Union to approximately 350,000 tons in 1994-1995. In 1991, approximately 60 percent of Russian cotton mill use occurred on open end equipment, much of which was assembled in Russia from components made in the Czech Republic. The value of most textile enterprises in Russia is approximately $20,000. The Russian textile industry comprises five associations: RosTextile, a holding company with 323 textile businesses and the successor organization to the former Ministry of Textiles; MosTex, representing factories in the Moscow region, IvTex (Ivnovo region), VladTex (Vladimir region), and SoTex (Southern Russia and the Urals region). Almost all cotton imports into Russia are handled through government to government contracts involv RosContract, a successor organization to a state trading company and Opitorg, a successor organization to a soviet government commodity distribution company.
