these films have been fabricated by thermal oxidation of titanium plates at reduced pressure. excellent results are obtained in specimens heat treated at 900 degreesc for 10 min under a pressure of 5*10/sup -2/ torr. the electrode performance is influenced significantly by the surface treatment of specimens before the oxidation process
