seven bank group loans/credits for cotton development programs in three african countries (burkina faso, cote d'ivoire and togo) are discussed. the seven projects reviewed were approved between 1970-83, provided a total of us$90 million, with six of the seven projects being financed jointly with french bilateral assistance, and one with canadian and swiss bilateral assistance as well as with the african development fund. four of the projects have been completed, three are still under implementation. project objectives for the four completed projects have generally been met and have benefitted a large number of small farmers, largely due to a development strategy well suited to the socio-economic context of the three countries. the study concentrates particularly on the main reasons behind the success of these development programs and analyzes their potential for sustainability and replicability in other countries in africa
