this paper is part of continuing work on the long run prospects of indian agriculture which places particular emphasis on supply and demand projections for principal agricultural commodities. the first articles in this series, covering foodgrains, vegetable oils, and sugar, appeared as world bank staff working paper 500 (october, 1981) . the present paper extends the coverage to cotton which ranks third in area and fourth in value of output. cotton is also the predominant input in the textile industry which is the largest industrial employer. the paper analyzes the contribution of irrigation to the production growth rate, and the returns to cotton cultivation through time, in a variety of areas and utilizing a number of production technologies.
