the industrial sector mission which visited the philippines in february 1979 dealt primarily with industrial policies and incentives, with a view to exploring ways in which the country can better achieve its objectives of broader and more rapid industrial growth, employment creation, export development, regional dispersion and stronger technological capacity. it also reviewed policies for the development of small and labor-intensive industries. specific industries reviewed included steel, mechanical engineering, textile and food processing, and in less detail, cement, garments, footwear and furniture.
