the report presents the preliminary design for a structural firefighter's protective garment system. the system is designed to satisfy requirements of the protective ensemble performance standards (see project fires: phase 1a final report, volume 2) and to be priced within the range of current equipment. in addition, the garment is designed to accept the self-contained breathing, communications, and lighting systems used currently. in the design process, it was found that not all protective ensemble performance standards could be met in some cases, standards could not be met because they proved impractical in light of current technology. in other cases, materials necessary to meet the standards are not available
