the congress, in the national energy conservation and policy act of 1978 (necpa), directed the department of energy to establish materials recovery targets for the metals and metal products, paper and allied products, rubber, and textile-mill-products industries the targets were developed to provide incentives for using energy-saving recorded materials and to provied a yardstick for measuring progress and improvement in this endeavor. the necpa indicates that the targets should represent the maximum technically and economically feasible increase in the use of energy-saving recovered materials that each industry can achieve progressively by january 1, 1987. materials affected by recovered-materials targets include and are limited to aluminum, copper, lead, zinc, iron, steel, paper and associated products, textile-mill, products, and rubber using information gathered from the textile-mill-products industry and from other textile-relaed sources, doe has developed recovered materials targets for that industry. this report presents those targets and their basis and justification. following an overview of the textile industry, the chapters are: textile-mill-products industry operations; economic analysis of the textile-mill-products industry; governmental and regulatory influence on the us textile industry; current mill use of recovered materials in the textile-mill-products industry; limitations on the use of recovered materials in the us textile-mill-products industry; materials-recovery targets; and government and industry actions that could increase the use of recovered mater
