through observation of radiation-induced current transients which occur in foamed insulators (foamed silica, epoxy resin, and common cotton wool) when exposed to a pulse (40 ns) electron irradiation in vacuum and in air the authors show that hot electrons ( $less than$ 30ev) are responsible for a vacuum response while the conventional transport mechanism prevails at air irradiation. a slightly superlinear i-u characteristic, polarization phenomena, absence of delayed conductivity and linear scaling with dose rate are consistent with hot electrons drifting in voids. foamed silica has a vacuum response which is much higher than in typical polymers and exceeds that measured in air. 24 refs
