rural lee county is located in the southeastern corner of iowa bordering missouri and illinois, has a land area of 551 square miles and a population of 43,000. in 1989, county residents and businesses will generate 36,500 tons of msw - an average of 100 tons each day in 1987, the iowa legislature passed a groundwater protection act which mandated that counties demonstrate the feasibility of recovering secondary materials from the waste stream. the project modified the existing recycling program which consisted of one drop-off center at the landfill into an intermediate materials processing facility. another key objective was to establish, demonstrate, and provide a multi-material curbside collection program. new recycling center in 60 $multiplied by$ 80-foot building processes all collected materials, including plastics, batteries, textiles and waste oil
