semiconducting tio//2 films utilized for the photoelectrolysis of water were fabricated by thermal oxidation of titanium plates at reduced pressure. excellent results were obtained in specimens heat treated at 900 $degree$ c for 10 min under a pressure of 5 $plus or minus$ 10** $minus$ **2 torr. the electrode performance is significantly influenced by the surface treatment of specimens before the oxidation process. 16 refs
