significant delays in developing commercial reprocessing capacity and permanent waste repositories have given rise to two related policy issues: (1) what to do with the growing inventories of spent fuel, given the uncertainties about when (or even whether) it would prove economic to reprocess it, and (2) what to do about permanent isolation of the high-level waste products in the spent fuel. this paper deals briefly with these two issues, then at greater length with some of the practical difficulties that can be encountered in efforts to develop permanent disposal facilities measures included in the u. s. nuclear waste policy act of 1982 to reduce those difficulties are discussed. 6 refs
