a technology derived from the technique for measuring magnetic susceptibility is applied to determine the average dielectric constant of cotton fibers. to a large extent the dielectric constant measurements are independent of the packing fraction and are reasonably independent of the shape of teh sample. the results obtained at a frequency of 60 hz agree well with those obtained by hearle at 1000 hz. in this range of frequencies (60-1000 hz) this dieectric constant of cotton is not expected to change and has a value of seventeen. 13 refs
