human performance measurement techniques are an essential component of all aircrew training programs, both initial and recurrent. these techniques must be used: to assess the progress of each flight crew member through a training program, to determine the effects of training program modification, to determine current proficiency, to diagnose the existence of below standard proficiency as the military and civil aviation segments strive to maintain high proficiency and safety of operations in spite of increasing costs of training and operations, these problems become even more critical aircrew performance measurement is emerging from a research venture into the realms of developing technology. initialy the technology is being developed for the quantitative assessment of undergraduate pilots flying skills as they transition from training airplanes to the more sophisticated operational types. the universal approach to the system development will enable similar equipment and mechanizations to be used on all airplane types and furthermore to the quantitative measurement of aircrews for certification renewal purposes. 6 refs
