a national environmental pollution observing and monitoring service organized for the soviet union in recent years is now functioning. systematic pollution observations are made in the air of 350 cities, in 1200 inland bodies of water, and in all of the seas that wash the shores of the country; expeditionary surveys of soil pollution are also made near large industrial facilities and in fields used to grow grapes, cotton, and other farm crops. the organization principles, operations program, and structure of the environmental pollution observation and monitoring service are discussed, together with matters pertaining to ussr state committee on hydrometeorology and environmental pollution subdivisions in elaboration of methods for determination of emissions into the environment and establishment of maximum permissible amounts
