To minimize odor and volatile organic compound (VOC) emissions at its wastewater pretreatment plant in Athens, Georgia, Noramco installed structured fabric covers on its flow equalization and neutralization basins. In 1997, using the Environmental Protection Agency's WATER8 analytical software model, Noramco evaluated its VOC emissions. Results indicated that the addition of basin covers would ensure the company's classification under the Clean Air Act. In 1998, Noramco investigated the efficiency of fiberglass, aluminum, and structured fabric covers. The company awarded a contract to ILC Dover Incorporated to design, manufacture, and install Vapor Guard fabric covers. Since installation in September 1998, the covers have reduced VOC emissions by one-third, approximately 22,000 pounds per year.
