U. S. Cotton's Future Depends on U. S. Textile Industry's.

The United States Textile Industry lost 30 percent of its workforce due to an increase in imports from Asia in 1977. The industry lost over 100 mills and 67,000 textile jobs in 2001 and must counter the lobbying efforts of importers seeking broad access to the United States market. The federal government should be encouraged to allow textile mills a 7-10 year tax loss carryback period, eliminate the 1.25 cent per pound cotton competitiveness threshold, withhold authorization for the President to grant duty-free entry to Pakistani imports, and require that United States manufactured fabric used in preferential trade programs be dyed and finished in the United States.
