The EPA recently proposed to double the TRI by adding 313 chemicals to the list, 170 of which are active ingredients in pesticides. EPA administrator Carol Browner says that the proposal represents the largest expansion of the TRI list since its inception in 1989. Government analysts estimate the additional compliance cost at $155 million during the first year and $80 million per year thereafter. Although the EPA intends to expand the list of industry sectors that must report TRI data to the federal government (by late 1994), it also plans to examine ways to reduce the burden of reporting for small companies. If the EPA proposal is not amended, more than 7,000 facilities--2,400 of which do not currently report--would be represented in the 1996 report of 1995 TRI emissions.
