This document reviews the development, legal authority, and economic impact of the Environmental Protection Agency's Final Effluent Guidelines and regulatory standards for the Textile Mills Point Source Category, as specified in the 1982 Clean Water Act. The regulations apply to all textile mills classified under Standard Industrial Classification Major Group 22. It is important to note that the regulations do not require the installation of specific waste treatment systems; rather, they require achievement of effluent limitations 'representative of the proper operation of demonstrated treatment technologies.' The guidelines specify effluent limitations for BPT (best predictable control technology currently available), BAT (best available technology economically achievable), NSPS (new source performance standards), and PSNS (pretreatment standards for new sources) categories under the authority of Sections 301, 304, 306, 307, and 501 of the Clean Water Act.
