German Ban on Dyes Based on Benzidine and Other Aryl Amines - Is It a Non Tariff Barrier?

Germany recently announced a ban on the import of all textile products colored with certain azo dyes. The banned dyes contain carcinogenic or otherwise harmful amines. The ban affects imports of apparel, household furnishings, and upholstery. The new restrictions are based on careful scientific study, and should come as no surprise to the Indian textile industry. The Germans have been placing limits on the importation of products containing toxic chemicals since 1989, and the list of prohibited substances already included pentachlorophenol, various flameproofing agents, nickel, formaldehyde, and some halogenic carriers. Safe alternatives exist for about 80 percent of the banned dyes, and the remaining 20 percent can be matched to the nearest shade with other dyes. The safer alternatives, however, may be more costly. 7 refs.
