Now that 90% of the garment industry is private hands, the re-elected goverment in Egypt is extending the IMF-backed reform programme to raw materials. Superfine cotton is the key resource. Egypt is described by the IMF as among the top four emerging markets in terms of pace and privatisation, However, it is also hampered by the lack of a domestic, fashion design capability. Successful transfer of majority stakes in a number of companies and vertically integrated garment producers are bringing in new sources of funds for much-needed modernisation, including automation, but there is still over-manning, outdated plant and administrative bureaucracy to be dealt with.
