describes a formal system used by the department of energy (doe) as an aid for allocating funds for cleaning up hazardous waste sites. the system, called the program optimization system (pos), is based on multiattribute utility analysis and was developed for doe's hazardous waste and remedial actions divisions (hwrad). hwrad has responsibility for recommending environmental restoration (er) activities to the assistant secretary of energy. recently, the pos was used to analyze and recommend funding levels for fy 1990 cleanup activities at doe defense program facilities
