recent concern over environmental quality has raised some serious questions about agriculture's contribution to a deterioration in the quality of our surface and ground waters. the suspicion that there is a relationship between increased nitrate concentrations in streams and the use of nitrogen fertilizer in crop production has led to many proposals to control the use of nitrogen fertilizer. in this study, the short-term economic effects of imposing various per-acre restrictions on the use of inorganic nitrogen fertilizer only in illinois and uniformly throughout the united states are examined. the principal effects analyzed are the acreages of and the short-run costs of producing and transporting corn, soybeans, wheat, sorghum, rye, oats, barley, and cotton in the united states. the quantitative framework used for the policy analysis is a linear-programming, spatialequilibrium model of crop production in the united states
