The Domestic Textile Material Certification System was established to verify the use of domestic textile materials in defense textile products supplied to the military. KOTITI will continue to strive to promote the purchase of domestic textile products, improve the quality of military clothing, and contribute to the self-reliance of the defense industry.
Overview of the Certification System
This system verifies whether “defense textile products” supplied to the military through the Public Procurement Service use domestic textile materials. Based on this verification, the Ministry of Trade, Industry and Energy issues a Domestic Textile Material Certification Certificate.
In 2021, the “Domestic Material Pilot Project for Combat Uniforms” was implemented, introducing the use of domestic textile materials to combat uniform fabrics.

What are “Defense Textile Products”? Defense textile products are military goods produced using textile materials, including bulletproof items, clothing and gear, and special textile materials, as defined in Article 2-2, Item 2 of the Enforcement Decree of the Defense Acquisition Program Act (Classification of Defense Support Systems).
“Domestic textile material” refers to fabric made from domestic yarns(staple/filament fibers, spun yarns) that have been spun, woven, dyed, and processed within Korea. However, imported materials may be used if it can be proven that the materials are not produced domestically.

Combat Uniform Fabric Suppliers
Application Procedure
Fabric suppliers submit an application for certification to the auditing institution(KOTITI) to verify that combat uniform fabrics are made from domestic textile materials.
The awarded combat uniform contractor requests the combat uniform fabric supplier to issue a Domestic Textile Material Certification Certificate when supplying fabric.
Step 2
The combat uniform fabric supplier completes the Domestic Textile Material Certification Application (Forms 1 to 3, see Ministry of Trade, Industry and Energy official notice).
Step 3
The combat uniform fabric supplier submits the completed application to the auditing institution (KOTITI).
