Specialized Agency Inspection for Procurement Materials
- Overview
- For procurement materials requested by purchasing agencies that have been designated and announced by the Public Procurement Service (PPS) as subject to specialized agency inspection, when the purchase amount exceeds a certain threshold, a nationally accredited inspection agency entrusted with the task conducts the inspection and issues the results.
- By entrusting delivery inspections, previously conducted in-house by purchasing agencies lacking sufficient expertise, to external professional inspection agencies, this system ensures the quality of major procurement materials and enhances the objectivity and effectiveness of delivery inspections.
- Relevant Regulations
- Article 14 of the National Contract Act, Article 17 of the Local Contract Act (Inspection)
-
- The head of each central government agency, the head of a local government, or the contracting officer shall conduct inspections, or delegate such inspections to affiliated public officials, in order to verify the performance of contracts.
- Article 18 of the Act on Contracts for the Supply of Goods and Services (Quality Control of Procurement Materials)
-
- The Administrator of the Public Procurement Service may carry out quality control tasks to improve the quality of procurement materials.
- Article 33 of the Act on Contracts for the Supply of Goods and Services (Entrustment of Facility Management, etc.)
-
- The Administrator of the Public Procurement Service may, when deemed necessary for carrying out procurement projects, entrust the tasks under Article 3-4 to another administrative agency, corporation, organization, or individual. Matters necessary for the entrustment of such tasks and the supervision and oversight of the entrusted institutions shall be prescribed and publicly announced.
