Most TQM programs fall short of their goals because of human error, not because of TQM tools and techniques. Traditionally, instituting a TQM change has focused on teaching problem solving and process improvement tools and techniques. The key element, however, is to get employees to utilize TQM's tools and underlying philosophy. In implementing a TQM effort, overcoming personal conflicts and internal politics, and getting people to move in the same direction are the critical challenges. Clarity and consistency in the five aspects of organizational life--purpose, objectives, strategy, structure, and culture-are paramount for moving a company in the proper direction. Four critical steps to follow in order to create the proper organizational alignment are : determine where the organization is right now, determine where the organization where it wants to be, and constantly reevaluate. An organizational leader must create a vision of greatness and inspire the group's members to achieve it.
